Divisions should be scrapped permanently. The reasons

for them are a) division requirement that can be changed assuming it is still there, and b) generating rivalries within your division. Just line them up 1-14 (or 1-15), create 2 or 3 permanent games for each school, schedule the rest on rotation with ability to skew it geographically or for better games, and top 2 play in title game.
