North Alabama was originally on the schedule which

is in its 2nd transition year from DII to DI (DI-FCS in football). At least that is the only way VT could schedule them because the FBS has a rule that it can't schedule games against DII opponent. If North Alabama was in its first year of transition, then it would still be considered a DII school even though it would be ineligible to compete in the NCAA DII Playoffs.

FWIW I think Chris either made a typo or got confused between North Alabama and South Alabama (Sun Belt). Then again, maybe the bulk of the FCS schools aren't playing this year because the rumor is that the NCAA will cancel all of its Fall Tournaments including the DI Football Playoffs (aka FCS Playoffs). If North Alabama can't find enough FBS or FCS opponents, then there is no point to having a season. I can't say how not playing a season will impact the 2-year transition requirement.
