Make financial sense for the schools. They’d have to pay the lower schools to play and have no ability to recoup the costs through crowds or broadcast license.

If a P5 school plays a lesser division school without fans or TV, does the game make a sound?

I was going to get into some space time continuum breaking sh*t but it’s already late.
