My understanding for partial scholly sports is that you can't use


academic money to top up a partial athletic scholarship, but that non-scholarship athletes can get financial aid, which would enable them to use the low-income tuition waivers that the high endowment schools offer. Otherwise, all of your walk-ons would have to be full-pay wealthy kids, which would be a killer in the Olympic sports with limited scholarship totals.
