Stanford, Duke & Northwestern give free tuition to all low-income students


who are admitted. So do most of the Ivies and a few other private schools with big endowments like Rice. For the non-Ivies in that category, this could be a way for them to add a few more players to the roster without needing additional basketball scholarships.
