Maybe I am misunderstanding


but, while the original focus was Covid, Will's comment was more general in nature and the role communication plays in obtaining stakeholder buy in. I think of it as a quadrant. On the horizontal axis is challenge, moving from low to high. On the vertical axis is communication, moving from low to high. The bottom right is where VT has been operating. High challenge(i.e., request for financial support), however, with limited communication. The upper right is where they need to be to sustain and grow revenue. It is currently analagous to working for a boss who says do it but, provides no direction versus a boss who provides direction/support and obtains employee buy in to empower them to deliver results. To be fair, I think VT is trying to change, unfotunately they started off under the low communication approach.
