It may very well have been a misjudgment


But I really don't think "Yeah masks help, but pretty please don't hoard them because we need them for the doctors" was likely to do the trick.

And while it's a fine distinction to make, masks are mostly about preventing other people from being infected by the wearer. When we're all supposed to be sheltering in place anyway (which was generally true at that time) masks don't serve much of a purpose for the general public.
