FWIW the WAC already tried the rotating pod system


(WAC called it quads) back in the 90s when the conference expanded to 16 members and it didn't work. Fans weren't on board with their quad switching between the divisions because it made things too confusing for them. Also, some rivalries were sacrificed and everyone wasn't please about which quad they were placed in. For example UTEP wanted to be placed in the same Quad with the other Texas schools and Tulsa. BYU was upset that its annual rivalry game against Hawai'i had become disrupted. UNLV was upset it was placed in the same quad with Air Force, Colorado State, and Wyoming. BYU, Utah, New Mexico, and UTEP weren't happy that they were placed in the same quad together.

In your 16 member example, GT may not be pleased that it gets to continue playing Clemson annually. Also, the Atlantic and Great Lakes pods may not be happy that the Coastal has 3 teams from the fertile Southeast Region which gives that pod an unfair recruiting advantage. One of the reasons the ACC went with the zipper model is to make sure both divisions have the same number of teams (2) from the Southeast region. VT may be upset it is paired with Wake and Pitt instead of NC State and WVU. Likewise, Syracuse may be upset it isn't paired with BC.
