Possibly but that doesn't add up either really. For example Alabama would
be .018, not .02. The total would be .038. And if it is then the chart is even less useful. Why would we want to see the % of COVID19 deaths expressed in terms of the overall population as opposed to the number of cases? The only reason to do that is if you're attempting to minimize the impact especially if you're not showing the other number (deaths/cases).
