In NY, NJ, CT and Cali the top 1% pay over 1/3

Of all state income taxes. When David Tepper (Panthers owner) moves from NJ to Florida the state of NJ had to adjust their budget to account for his tax payments going away. If even 10% of your top 1% in those states move you have real issues. I saw a stat once which showed the top 350 individual tax payers in the state of CT accounted for over 10% of their total income tax revenue. You have to build a lot of casinos to make up for the population loss and casinos in those states aren’t currently open.
