Miami is not one of the more wealthy members of the ACC.

In fact they are on the lower end. What Miami needs to do in order to draw crowds is win. The Coaches they hire are most important in accomplishing that. Miami is within 50 miles of enough talent to win a national championship. They just need to tap into it successfully. It looked like Mark Richt was doing it until that played out.

When I say not one of the more wealthy, you can judge by endowment. Miami is a private university with no state funding. So whatever they build, they pay for on their own. Shalala tried to go in on a deal with the new soccer stadium, but it fell through.

Just to show how the wealth in the ACC is distributed by endowment before COVID-19, which may adjust some.

Notre Dame $13.8 billion
UVA $9.6 billion
Duke $8.6 billion
Pittsburgh $4.3 billion
UNC $3.7 billion
Boston College $2.5 billion
Georgia Tech $2.2 billion
VT $1.4 billion
Syracuse $1.4 billion
Wake Forest $1.4 billion
NC State $1.4 billion
Louisville $1.3 billion
Miami $1.0 billion
Clemson $0.8 billion
Florida State $0.7 billion

The state schools can leverage bonds and debt to raise money for stadiums. The private schools have to raise their own money, and Miami isn't one with a lot of wealth. I'd love to see Miami build a stadium in Coral Gables, but in lieu of that, they need to invest in a coach who can recruit to win with local talent.
