I'm guessing they had other protection in mind for shore leave


Think about any normal resupply of a ship. Any number of surfaces, containers, or native personnel could have been infected and spread it to the Navy personnel even in a very controlled environment. Unless the Navy was specifically decontaminating, they could not stop this.
