There are a number of factors.


1. Regional Rivalry interest (fan interest, proximity for road games, propensity to sell stadium tickets, efficient travel choices, ability to drive television ratings).

2. Television Market (size of the TV market, subscriber numbers for Conference Channel, ability to grow market interest in the league, growing markets).

3 Commitment to excellence in athletics and academics. Cultural fit with the current league members. Compatible in size, budget, facilities, mix of sports sponsored, academic rankings, etc.

I guess these boil down to who fits culturally, who drives interest, and who drives revenue.
