With cable hookups declining, what will conferences care about n expansion?

Will they go back to schools that created more rivalries? Will they look for schools that bring a better overall TV market? What will be their top 3 things in valuing schools for expansion?

PS Most if not all of the 14 team Power Conferences know that 16 with 4 dvisions makes for better scheduling than 14, so assume that is just a matter of time before it happens. With that in mind, how will conferences that want 1 or 2 more schools pick them? What will be their most important criteria?
