I think the idea of trying to create equal opportunities among FBS programs doomed -- because the universities, fan bases, geography, alumni bases, etc. are SO different that it seems to arbitrarily limit programs that have a deep commitment to football. However, IF a cap were to be instituted, I like the idea of using that umbrella regulation and then removing virtually all others. I think the enforcement issue would be challenging -- but NCAA enforcement is such a joke anyway, so that wouldn't be any worse, I'm sure.
