Here are a few pieces of advice

Go onto tfrrs.com and look up the times in your daughter's events for schools that she is interested in. You can also find the top times in various conferences on tfrrs.com. Coaches will generally be interested in her if they believe that she can place in the top 8 in their conference championship meet (you can look up the results of each conference's championship meet on tfrrs.com). Some coaches will make the assumption that she will not improve in college (since girls mature earlier than boys), while some may assume some improvement, especially given her late start. She will need to reach out to coaches (usually the position coach or recruiting coordinator for each school's track team) directly, since most college track teams have very limited recruiting budgets. Use tfrrs.com and her test scores (SAT and ACT) to figure out which schools to reach out to. Track has very limited scholarships (19 for women's track and CC combined), so don't expect much money. The track programs at some smaller D1 schools are underfunded and don't offer scholarships at all. Track has a late recruiting cycle - a lot of decisions get made in the summer and fall after the junior outdoor season is done. D3 is even later than D1. Good luck with th process.
