Way too many entertainment alternatives in 2019 that did not exist in 2003

Everyone has access to a TV over 50", owned, friends house, frat house, bar, whatever. Often it's better viewing experience than sitting in the stadium on your 20" allotment of aluminum bench space.

Every game is on TV, so supply of college football has grown faster than demand for CFB as entertaainment - price willing to pay goes down.
ECON101
When supply was lower in 2003, CFB fans were more willing to shell out the money for in person attendance. Now with a 60" TV and cable/OTA subscription less than 2 seasons tickets, the economics say stay home.

One other data point in the article - tailgates are much more elaborate than 20 years ago. Why sit in the stadium on an aluminum bench, pay for drinks and food when you spent $5000 dollars on a tailgate setups with TV's, grills, beer taps, etc. When the game is a blowout, go sit in the parking lot, eat drink, mingle and watch.

If you like football, but want to participate, playing Madden can be more entertaining than watching a football game, though you miss then joy of calling for your OC to be fired for lousy play calling.
