One minor correction to your post

The Playoffs isn't run by the NCAA, but by a private entity (Playoff, Inc.) which is no different than the entity that ran the BCA and/or BCS. It may even be the same entity (under a different name) that ran the BCA and/or BCS.

The NCAA runs the DI-FCS Playoff which is a 24-team field. Also, the champion of the DI-FCS Playoffs is considered to be the NCAA DI football champion. NCAA bylaw states that it can recognize only 1 champion per sport per division level. Hence why the NCAA doesn't run the DI-FBS postseason (bowl and Playoffs). If the NCAA was allowed to run both postseasons, then the Playoffs would be a 16 team field with 10 automatic bids given to each FBS conference champion. Also, the NCAA would award the champion the same generic NCAA trophy that it gives to the champion of the other team sports. It is even possible the NCAA may decide to recombine the 2 subdivisions to how things were between 1971-1977.
