I wonder what the rules are in the B1G charter for kicking a team out?

If they wanted to, and maybe they do, Rutgers could keep getting B1G money, and sell out a few home games when big name teams play them in NJ, while spending minimal money on football. Screw facilities, screw high paid coaches, to hell with large staffs. Let's run the football program on a $15 million budget and take the profits to academics, or MAYBE give extra funding to programs where we might be competitive.

From a purely financial standpoint, it probably makes sense. If the B1G can boot them though, maybe not.
