I'm not following why you think it would be "financially impossible"


for a P5 school to decide it will no longer offer athletic scholarships? The P5 could continue to compete at the DI level (Ivy League doesn't offer athletic scholarships for any sports). If the P5 school isn't allow to compete as a non-scholarship team in the FBS subdivision for football, then it can switch to the FCS subdivision (Pioneer Football League and Ivy League don't offer athletic scholarships for football).
