It's not fraud. The money is spent and accounted for. It's pretty common
to have to go and find ways to spend it, but that's not too hard to do. Just throw in a $10K/locker locker room. Build a putt-putt course. Any number of ways to get rid of that money. It also doesn't take into account what the booster clubs have. That's why you'll see a sudden revenue increase. Fundraising is separate and the athletic departments don't get it until needed. Usually for building projects.
Athletic programs aren't the only ones guilty of it. I see it all the time with the schools I have business with.
This is all assuming pay will go to the players from the schools, which isn't on the table at this moment.
