It may be a temporary waiver to give the AAC time to find
a new 12th conference member or reduce the membership to 10 and switch to a 9-game conference schedule. Remember Navy is a football-only member, so it is possible Navy may wish to become an Independent again or asked to leave the conference. If the AAC is looking to find a replacement for UConn, then the replacement could be either a full or football-only member. Either way the AAC does have a couple options among the Independents; Army (football-only), UMass (full or football-only), and Liberty (full or football-only). Football-only membership might be the better option to go this time because it would mean the ACC would have 10 full members for basketball.
If I was Commissioner of the AAC, then Army as a football-only member would be my first choice. By having both Army and Navy as football-only members, it would allow the conference to profit off the Army-Navy Game since it would now become a conference game. Now if Army and Navy wanted to become full members in the AAC, then I would offer it to them in a heartbeat.
