Maybe so, but that wasn't an option given that the ACC invited

Syracuse to join the conference before Maryland left. Once the ACC sent that invitation to Syracuse and Syracuse said "yes," then the ACC had to invite someone else to join the conference at the same time because Syracuse was going to be the 13th full member.

Given the bylaws at the time concerning football and a conference's ability to host a conference championship game, there is no way a conference with 13 members (1 division with 6 and 1 division with 7) could play a round robin division schedule and still play the same number of conference games. The MAC found that out when it decided to invite UMass as a football-only member. WVU wasn't an option because of the ACC's "academic" requirements and UConn wasn't an option because BC wants to be the only ACC member in New England. So that left the ACC with very little options on which school could be the 14th full member.
