That article..

looks to have at least some fluff and PR to it. They mention 90 million available and 75 million projected subscribers and that article is dated in 2014. As we sit here in 2019 the latest public figures show the SECN in the range of 57MM subscribers so something got missed somewhere. The SECN then just like the ACCN now appears to latch on to the most favorable number presentation for their purpose. Back then accessible to 90 million probably sounded much better than putting up subscriber numbers which could be compared to the Big10 network that had a head start. For the ACC it is better to say present out of gate subscriber numbers than access numbers since at least one big provider is missing. All of it will come down eventually to number of subscribers and the carriage rates obtained for in and out of the footprint. It will be interesting to see the first summary article with subscribers and estimated carriage with comparison to the SEC and Big10. Then the picture will get a little clearer.
