Joe tried to join the Big East in 1981
Dave Gavitt wanted Penn State to bring another football program to support Boston College and Syracuse. They needed 6 votes to join, and the vote was 5-3 with Villanova, St. John's, and Georgetown voting No. Then Dave Gavitt went back and made an offer to Pittsburgh as a plan B. Pitt passed and got the membership offer from the Big East.
It would have been an interesting time during the ACC expansions of 1991 and 2002 if Penn State were in the Big East at those times. There had been efforts to offer membership to Syracuse and Notre Dame for decades back to the 80s. But I never knew of one for Penn State back that far.
