Why would you think it would eventually slow down?

I believe some do it because they want attention. Others may do it because they want to get out of taking a test or turning in a homework assignment. Some do it because they it is "fun" or they find it "funny" (more so with cyber bomb threats). Lastly some do it because they have real social and mental problems that either slip through the cracks or aren't properly address for a variety of reasons.

In theory, I do agree with you that the number of incidents should decrease over time. Unfortunately, I think this may be one of those cases where the theory is wrong for now (hopefully).
