That is the problem with this.
I am not going to say, "I KNOW" as so many are wont to do, but everything I know of the situation, WVU is not receptive. Clemson is not going to be the draw for WVU. Clemson for all of their recent success is due to sink into nobody land in the next year or two. No one stays on top more than 4 or 5 years before falling hard. Their time is coming.
But, the Big-12 I do know something about and they are not moving west or moving at all. I do not think the Big-12 is going to add anyone before 2024 and probably well after that date. There is no reason to add anyone. Everyone makes money in the Big-12 LOTS of money. That is only going to go up for them.
The problem is if you draw a line from Austin TX to Minneapolis MN. 80% of the population of USA lives east of that line. That means Eastern and Central time zones. If the Big-12 adds anyone they will come from those time zones.
If BYU was going to be added, it would have already happened. That ship has sailed. Same goes for Notre Dame, when they finally tie their hitch to a conference it will be the Big-Ten. I know most here do not want to hear that, but if Notre Dame was going to join the ACC, they would have already done it.
Conference expansion in the Big-12 can only come from two sources:
Re-admitting former teams who would get an automatic yes for doing so,
A new member that everyone agrees upon. That is going to be tough, Texas wanted Houston because they could bully them to vote with Texas interest's in mind. Those schools outside of Texas do not want any school from within Texas for that reason. Texas wont move without Houston and the others will not move with them. Stalemate.
The rub is that neither side is bothered by having only ten schools. WVU certainly likes from all I hear, Everyone comes to Morgantown every other year and travel is not the expensive thing it used to be, especially when you consider the AD is rolling in money at WVU thanks to the Big-12 payout and 3rd tier rights.
