Not necessarily. It is possible the ACC could still go through with it


so they could keep the card in their back pocket in the event Notre Dame (or another school with the same arrangement as Notre Dame) says "yes" to the idea. Basically the ACC would go through the formal process of modifying its conference rules on paper, but not putting it into practice right away.

In this case, the other potential candidate that comes to mind is Texas. I could see Texas agreeing to become a non-football ACC member (Independent in football). If that were to happen, then I would be interested to see how Notre Dame and its fans react if Texas received the last Playoff spot over the Irish because Texas played in the ACC Championship Game and won the game even though they are an Independent.
