I would doubt rates...


will be known with any real certainty until negotiations are substantially complete for the first year. Also, true rates may take a little time to settle. By settle I mean stabilize. One thing to negotiate a temporary contract but, quite another when the rate is part of the longer term omnibus agreements and backed by the full leverage of the mouse.
