I'm no expert but here is my recollection on the timeline of all this


I think the first change was the rule about being able to block certain schools. See the link below re: Saban and blocking conference teams and future opponents.

This was changed but then players still had to go to the coach/school and ask permission to transfer or at a minimum, inform the coach they wanted to transfer. At that point, the coach could (likely would) discuss with them and try to talk them out of it. Once the kid said "thanks but no thanks", they could then start looking for another school, presumably by reaching out on their own.

What the transfer portal did was two fold. First, the player doesn't have to request permission or even inform the coach or school of their intentions at all. They can just enter the portal and boom, they are on the market. Second, when they enter the portal they are visible to other teams and so presumably the could then be recruited rather than having to go the outreach route.

As I said, I'm no expert so anyone out there who knows better, please correct anything I've gotten wrong.
