I +1'd Fighting Gobbler's post. Hey, I'm not rules guru
and I think the "rules" are applied differently, depending upon what school is in question (VT being one of the disfavored).
That said, I don't know all the ins and outs of portal rules. But it seems to me the portal thing makes it easier for a player to move. As FG says in this thread, the portal helps the player from being blocked by his existing coach/school. And, without specific example, it seems to me, too, that there have been players in the past denied their preferred destination as a sort of 'screwyou' by the his current school.
It just seems to be that the portal has shifted the power away from the schools and toward the player.
FG also raises a question for me. Who is better equipped? The player himself, at 18 or 19, with insanely unrealistic parents; or, the school's people who have age and time & experience in the field? Ultimately, I think the player should be self-directed. Still, emphasis in that it doesn't (probably most often won't) work out best for the kid, but at least he's exercising personal freedom and liberty. They aren't slaves.
