The reality..
is that depending on the school and the individuals involved, both on the kid's side and the school side, the LOI and the scholarship may not represent the binding promises on behalf of either party. Just like the pros have contracts, trade deadlines, waivers, etc., some rules are necessary to keep order in the competition. Same thing is true collegiately and has to balance the interests of and fairness for the kids and maintain some order to the competition. As with any situation that is fluid, rules are drafted, people figure how to operate within the rules to their advantage and it becomes necessary to revise or draft new rules to address unanticipated consequences or inequitable situations.
