between what happens now and what it used to be. Now kid notifies school and by rule his name goes in portal. At that point the communication is wide open. Previously, kid notified a school of desire to transfer and paperwork channel was slower which slowed the allowable communication with others. I think the portal is an improvement for the kids that was needed. The issue, in my opinion, is the portal as currently operated is like a golf cart without a governor. The old process needed more speed and design to favor the kid but, the new process may be an over correction. After a while to study the situations rules will hopefully be tweaked to land somewhere in the middle.
