Yes, the law cited in the article is tough to enforce IMO

Endangering others because of evacuation or something. A decent lawyer will shred that law as being too vague because someone could yell to a friend and cause an evacuation that endangered people.

Seems like the kind of law that's good to have to arrest someone who is a potential threat, but a tough one to conviction.... Like drunk in public that is often used as a reason to arrest people to deescalate domestic situations.
