What's this?

Two possibilities


(1) Could be, since military members can tag their new vehicle purchases with tags from the state of their choice. They have to go through that state's DMV, and pay sales taxes & registration to that state. Or (2) that person may have purchased a vehicle in HI, and had it shipped to the US. I think the government will ship one vehicle/family to & from Hawaii.
