Seems like Hampton Roads as a whole is close to that average & some of the

Shooters get away, at least the garlic festival guy was killed.
My brother in law didn’t carry a concealed weapon, until he & my sister were robbed by a guy w/a gun at an ATM in Norfolk. Now he carries almost all the time. My Dad was visiting his mother in FL when 2 armed robbers climbed in the kitchen window at 4 AM & made him crawl around pointing out wallets & valuables while a shotgun is aimed at his head. My Grandmother & Uncle were told to stay in the bathroom. The guy told my dad if he lifted his nose off the floor, he’d shoot him. My dad was confined to a wheel chair at this stage of his life & couldn’t even walk. He could barely crawl.

My point is when you get all the guns out of the bad peoples hands then you might find a few more willing to give up their weapons. My dad never bought a gun but we convinced my Grandmother to move out of the house she’d live in for 50 years, raising 5 kids, into a gated community & my dad got a security system for his house. I wish I had one on my house because while on vacation once, my house was broken into & everything electrical was stolen along w/other valuables. It turned out to be a loser renter that lived in the house beside me so he knew I was gone. They caught the guy 2 years later after he robbed 3 banks using a gun out in Vegas. When my mom was younger she worked at a bank that was robbed by a guy with a gun, too. Now that I think about it, maybe I do need to go get a gun. Lol
