My understanding is booster is $ 1 dollar or more 2 the athletic department

You can make one dollar donation just one time in your life and you are a booster.

It is my understanding the athletic department does not have to report it at all unless it appears a player does not do any work or is overly compensated (i.e four employees make 12 dollars an hour, but player makes 20 bucks an hour for the same work).

It is a judgement call. You just have to hope your judgement is the same as the NCAA.
