Not enough athletes to go around

I see 7 D1 programs in the Northeast that recruit New England/New York/New Jersey
Syracuse - ACC
BC - ACC
Rutgers - B1G
Temple - AAC
UConn - AAC
UBuffalo - MAC
UMass - Indy

Most years 2-3 are decent, 1-2 sneek into a bowl and a couple are just bad
AS one team improves, another regeresses. The whole region can't get going at once, and none ever get consistently great enough to compete with Penn State for NE blue blood status.

SYR was down, now up.
BC is their typical 7 win team
Rutgers - Ok a couple years ago, ohhh boy bad since joining the B1G
Temple - solid in their league, but can't put anything together as coaches are poached by P5
UConn - Ohh boy bad
Buff - was horrible, but had got some athletes and had a good couple years.
UMass - never been bowl eligible since moving up.

I don't include Pitt, since they traditionally recruit Western PA/East Ohio
or Army and Navy since they recruit nationally through their appointments.
