Even though Foster may be the one of the top DCs at the time of the hire
the HC is given the freedom to fill out his staff as he sees fit. The only example I can think of where the HC wasn't given the freedom to hire his own staff was Jim Zorn. It is possible that Foster's scheme didn't exactly mesh with what Fuente envisioned the kind of defense he wanted to run. At least that could explain why Scott and Foster were named co-DCs.
Given the love the fans have for Beamer and Foster, it may have been better for the program for Foster to either retire or move on to another program if he wasn't going to be named the next HC at VT. It would have allowed the program to get a fresh start with a clean slate. Instead of having 1 foot in the present and 1 foot still holding onto the past. I do give both men credit for trying to the unusual situation work. Also, I do think under the right circumstances it can have worked and may still work. I am not sure it will work since it may have gotten off on the wrong foot by having co-DCs on the staff.
