FWIW my dad and stepmom own a house in Connecticut with a utility line


running underneath the concrete driver. They bought the house like that so I am not sure which of the previous owners installed the driveway. Also, she told me there was no way to access it without tearing up the driveway. Even though I was surprised to hear about the utility line running underneath the driveway, I was more surprised to hear an access point wasn't created when they were installing the driveway.
