They allow you to pay and park in a bunch of different hotels near airports

and use the hotel shuttles without actually having to have a room booked there. So near Dulles, you don't have to use the Hampton Inn in Chantilly - there are lots of other options. I use the Hampton Inn because it is most convenient for me.
