An interesting idea that a guy that worked for me once used was car rental

Enterprise does the we'll pick you up thing. So you rent a car, they come get you at home and take you back to the rental office (rent from the airport). Then turn it right back in. When you get back you rent it and turn it right back in and they take you home.

At the time (late 90s) it was cheaper for him from up near Gaithersburg than any shuttle service, problem was we were billing travel costs to a Gov customer and it was almost impossible to explain and screamed audit us so he had to pay more and ride the shuttle.
