or something, but 16 tons? what did they put on the manifest, talcum powder? (OK, probably a layer of coffee beans on top or something?)

I suppose South Philly has its nooks and crannies but thought every ship had identifying signals on them, you know when they're in port...and someone visually verifies that (?) And then there are dogs that can sniff that stuff out of the air one part per million type stuff.

Anyway, guess there's more to it than that, a highly organized effort w/people paid to look the other way etc.
