Would a MV1 or Moore transfer from a blue blood to VT

as a FR or r-FR if their goal is to leave early for the NFL? Or would they transfer to another blue blood where they could get the most bang for their buck (assuming they would have to sit out for 1 season)? As much as I would like to see VT succeed in the portal game, I am not sure that is a realistic approach unless VT is will sign a bunch of MV2s.
