A few common sense thoughts....
The venn diagrams of those hooked on opioids and those with burdensome levels of education debt don't overlap much.
Neither does the hooked on opioids and dealing with high costs of housing and for the meth/opioid addicts, in most cases it wouldn't matter what the cost of housing is where they are, it would be too high for them.
It's easy to point to doctors over-prescribing as the reason for opioid dependency, but in reality it is more like meth in that most of the issues are from people in the nothing to lose category of life. No education, no job, etc and they self medicate to deal with the crap their life is. The doctors prescribing are not treating patients, they are running scam pain clinics and are drug dealers or being paid by them. There was a great documentary on a few years ago, wish I could find it, that showed two brothers in South FL and their pain clinic. Most of their "patients" were driving down from KY and WV, getting thousands of pills and taking them back to the trailer parks. The Dr writing the scripts didn't speak a word of english and had an MD from somewhere in Africa.
