I don't think fault is the most appropriate word.

Assigning "fault" isn't really necessary. Responsibility would work better. It's her responsibility to abide by the law and not be a sicko pedophile.

Similar to the fat people who throw their flabby arms up and claim it's not their fault - they got the fat gene! You may very well have the fat gene, tubby. But it's your responsibility to manage it. Put the biscuit down.
