Everyone still plays at least 50% of the time. With two protected rivalries, it wouldn't be a formulaic "turn" with skips. In the case of Clem-FSU protection, just means Clemson (Pod 3) will play FSU (Pod 4) 100% of the time, Miami (Pod 4) 50% of time, and GT (Pod 4) 50% of time. Looking at Wake in Pod 4 with no protections, they play FSU (Pod 3) 50% of time, Miami (Pod 3) 75% of time, and GT (Pod 3) 75% of time. Here is their 4 year cycle:

Miami, GT
Miami, GT
Miami, Clem
GT, Clem

IMO, Miami-VT and Clem-GT are small sacrifices for the good of this arrangement. You will lose more than that in a 16 team league. Miami-VT was built on the top 2 BE teams and meaningful games -- we are a far cry from that now. VT is way down Miami's list. Same with GT for Clemson.

FSU and Miami would balk at your proposed alignment having 2 of their three rivals being northern schools. Can't lose FSU-Miami or FSU-Clem, too.
