Except not all rivalries are being maintained in this proposal

VT-Miami and Clemson-GT are 2 that I can think of off the top of my head. Also, if you make Clemson-FSU and UNC-NC State the only protected cross-division games outside the pods, then it reduces the number of times the other ACC schools can play those 4 opponents. I say that because you have created "quirks" in the future rotation that can lead to a change reaction.

For example, it is VT's turn in the rotation to play FSU, but instead VT gets bumped this year so Clemson can continue playing FSU and has to settle for playing Miami or GT. Depending on how the rotation is set up, VT may get to play FSU next year or play the same opponent as last year but opposite (H-A or A-H). Basically VT could end up playing GT 6x for every 2 games against FSU or Wake 6x for every 2 games against Clemson. Remember once a team is bumped, then that team (or Clemson) will bump someone else at the next rotation which will impact someone else at the second rotation, and so on (aka a chain reaction). The only way to prevent these "quirks" from happening is for everyone to have the same number of protected games. If the ACC is going to attempt to use 4 pods with 14 members, then it will probably go with the zipper model.

Quad 1: UVA, Duke, UNC, GT
Quad 2: VT, Wake, NC State, Clemson
Quad 3: FSU, BC, Pitt
Quad 4: Miami, Syracuse, L'ville

In the case of the Clemson-FSU rivalry, the ACC may have to decide which rivalry is more important; Clemson vs. FSU or FSU vs. Miami. In Clemson's case, it may have decide if the rivalry with FSU (which didn't really start until the "Bowden Bowl") is more important than NC State (aka "Textile Bowl) and/or GT. Also, the other schools may not want both FL schools in the same pod or to have 3 of the 4 Southeast schools (i.e. Clemson, FSU, GT, and Miami) in 1 pod because of the impact it could have on recruiting.
