You can’t not make the hire. You can’t. It was a brilliant hire and yeah, perhaps it was known he wanted to end up back in Texas....but.....nobody can control that. If I am leaving a job for another job, I don’t apply, interview, negotiate, weigh options, and choose in two days. The process can take months and sometimes over a year.
