I agree with everything you said. The questions you ask are as unknown to
me as they are to you.
If it's a manpower shortage, they've known about these selections for months, and had ample time to staff up. Also, once again, when you call the HC, they refer you to VTTO, and when you speak to the VTTO, they refer you to the HC. No one wants to be accountable and accept responsibility. However, with the current costs of tickets and premiums, I expect a certain amount of competency and customer service.
